The typical way to do this is:

1. Go to a related page where it makes sense to refer to the new page.
2. Edit this page and use the new page name somewhere. Save by clicking on the "Save"-button.
3. Click on the "?"-link that now shows behind the pagename.
4. Enter the initial text for the new page. Save it.
